ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:
- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)
The Digital Networks & Environment Department (DNE) is responsible to assist the Member States, especially the G77 countries, in a wide range of ICT development challenges, as basic connectivity, spectrum management, evolution of current to future broadband networks and technologies, enabling universal and affordable access, and strengthening the security through the cybersecurity support. In addition, the DNE Department provides expertise and needed support for emergency telecommunications and the increasingly important and urgent aspects related to the environment and climate change.
BACKGROUND INFORMATION
As part of the ITU-D Women in Cyber program portfolio, and in particular the “Her CyberTracks initiative”, a global cybersecurity capacity-building program designed to strengthen the policy and technical cybersecurity skills of women from more than 100 countries, this roster will support the effective scaling, implementation, and delivery of programme activities.
The Cybersecurity Consultant will play a key role in coordinating and supporting the delivery of training and capacity-building activities, ensuring their quality, relevance, and effective implementation for beneficiaries across eligible countries and regions. The consultant will contribute to stakeholder engagement, programme coordination, monitoring, and the achievement of the initiative's objectives to advance women's participation and leadership in cybersecurity.
TERMS OF REFERENCE
Under the guidance of the Head of Division of the Cybersecurity Division (Resilience) (CYB), the Cybersecurity Project Officer and in close collaboration with the project partners, the consultant will provide technical, operational, research, training, and programme management support to the implementation of the “Her CyberTracks initiative” and other activities related to women's participation, leadership, and capacity development in cybersecurity and cyber resilience. Depending on the expertise required and the assignment, the consultant may undertake one or more of the following activities:
- Her CyberTracks program support: Support the implementation and continuous improvement of the Her CyberTracks programme, including participant engagement, mentorship activities, stakeholder coordination, event delivery, and reporting.
- Research, analysis, and knowledge development: Conduct research and analysis on topics related to women in cybersecurity, gender and cyber resilience, digital inclusion, cybersecurity workforce development.
- Training and capacity development: contribute to the design, development, review, and delivery of training materials, curricula, toolkits, and learning resources related to women in cybersecurity and cyber resilience initiatives, to include cybersecurity, cyber resilience, cyber hygiene, and digital safety.
- Communications: support the development of communication materials, success stories, promotional content, presentations and knowledge-sharing products related to women in cybersecurity and cyber resilience initiatives.
CONCRETE DELIVERABLES
Specific deliverables will be defined according to the Terms of Reference to be established for each specific requirement and may vary depending on the context and priorities of the project and programme. Depending on the expertise required and related assignment(s), deliverables may include one or more of the following:
- Successful planning, coordination support and organization of Her CyberTracks.
- Development, review, adaptation, and/or maintenance of training materials, curricula, toolkits, learning resources, cyber hygiene awareness materials.
- Preparation of research papers, policy briefs, analytical reports, case studies, surveys, assessments, data analysis outputs, and other knowledge products related to women in cybersecurity, cyber resilience, digital inclusion, and workforce development.
- Projects analysis, reports and meeting summaries.
COMPETENCIES
- Organizational and time-management skills, with the ability to manage multiple tasks simultaneously, monitor deadlines, and ensure timely follow-up on actions and deliverables.
- Excellent written and verbal communication skills, including the ability to prepare clear, concise, and high-quality reports, meeting summaries, correspondence, presentations, and programme documentation in English.
- Analytical skills, including the ability to collect, synthesize, and interpret quantitative and qualitative information to support monitoring, evaluation, and reporting activities.
- Ability to work effectively in multicultural and multidisciplinary environments.
QUALIFICATIONS REQUIRED
Education:
University degree in international relations, international development, gender studies or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above.
Experience:
At least one (1) year of experience in the field relevant to the Special Service Agreement (SSA). An advanced degree in a related field can be considered as a substitute for one year of working experience.
Experience in the following areas is required:
- Experience in project coordination: supporting the implementation of international development, capacity-building, education, or technology-related projects, including planning, coordination, tracking of activities, reporting, and stakeholder engagement.
- Experience in collecting and analysing quantitative and qualitative data, conducting research and surveys and evaluations, preparing analytical reports, and developing recommendations to improve programme performance and impact.
- Experience in event and community engagement including organizing and supporting webinars, virtual workshops, and networking activities, including participant management, online facilitation, logistics coordination.
Experience and/or knowledge in the following subjects is desirable:
- Experience in cybersecurity policy and governance, Cyber and emerging technologies (AI), ICT policy, digital skills development, gender and digital inclusion initiatives.
- Experience working with UN and government agencies, international organisations.
Languages:
Knowledge of English at advanced level. Knowledge of another official language of the Union (Arabic, Chinese, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between USD 150 to USD 250 per working day to be defined according to the work experience of the consultant and the complexity of the assignment.
