ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

The purpose of the consultancy is to provide communications support for “Laying the foundation for VaMoz Digital! Project”.
‘Laying the foundation for VaMoz Digital!’ is a joint initiative between the ITU and the EU Delegation in Mozambique, aimed at supporting the Government of Mozambique. The project aims to contribute to the implementation of specific actions to harness human centric digital transformation for sustainable development and inclusive growth in Mozambique. 
Under the guidance of the Ministry of Communications and Digital Transformation and with stakeholders across Government, private sector and academia, the project identifies priorities and recommendations that if implemented, will enhance the digital enabling environment, policy, regulatory frameworks, as well as the institutional capacity required for accelerated digital transformation in Mozambique. 

TERMS OF REFERENCE

Under the overall direction of the Head of Communication and Promotion Service (COM) and the guidance of the Project Manager, the consultant will:

  • Assist in designing and implementing the project communication strategy, action plan and support the refinement of templates to enhance visibility of the project and understanding of the project’s goals and results, using innovative and most suitable communication tools in line with the objectives of the project.
  • Work with the project and communication teams in the Government to identify suitable content related to project deliverables and communication tools for promotion of the project activities and prepare proposals in line with the communication strategy and action plan.
  • Prepare and compile communication deliverables and products to support internal and external project reporting needs (monthly, quarterly and project completion).
  • Research, draft and edit engaging content, including key messages, news articles, video scripts, blog articles, newsletters, and web content.
  • Draft social media posts and manage their release through different channels.
  • Conduct media monitoring on content related to the project.

CONCRETE DELIVERABLES

  • Completion of the implementation of the communication strategy, related action plan and refinement of templates, to enhance visibility of the project.
  • Preparation, review and regular release of content and communication products aligned with key milestones of the project.
  • Regular update of the website with engaging and timely content.
  • Collection of communication products prepared in a timely manner to support internal and external project reporting.
  • Production and support of news articles, videos, blogs, newsletter and other promotion materials. 

COMPETENCIES

  • Knowledge of digital strategy, marketing and branding development, implementation and monitoring.
  • Knowledge of social media strategy and marketing development, implementation and monitoring.
  • Understanding of digital metrics and analytics, with the ability to generate, analyse and interpret data.
  • Excellent drafting skills in English and Portuguese.

QUALIFICATIONS REQUIRED

 

Education: 

Advanced university degree in communications, business, management, digital marketing or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.

 

Experience:

At least (3) three years of progressively responsible experience in digital communications, project related communication and promotion, digital marketing, campaign tracking, social media platform planning and posting or related field, including at least two years at the international level. Experience in contributing to a digital communication strategy implementation in an international organization. Experience with the design and implementation of project specific communications strategies and plans.

 

Languages: 

Knowledge of English and Portuguese at advanced level.

REMUNERATION INFORMATION

Between USD 185 and USD 230 per working day to be defined according to the work experience of the consultant.
