ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

Within the framework of the ITU Regional Initiatives for Europe ‘EUR3: Digital inclusion and skills development’, under the direction of the Head of the ITU Office for Europe and in coordination with the Head of Digital Inclusion Service of BDT, the consultant will provide support in the elaboration of a National Assessment of Policies and Regulations, with Particular Focus on Digital Accessibility. 

TERMS OF REFERENCE

The consultant will:

• Elaborate National Assessment of Policies and Regulation, with Particular Focus on Digital Accessibility in the Republic of Moldova:

    • Document in the ITU Format;
    • Length of the document should range between 50 and 70 pages without Annexes;
    • ITU keeps the copyrights.

• Elaborate a set of PowerPoint slides (ITU template) presenting the final version of the National Assessment.

• Hold the regular coordination calls with the ITU and the designated National Focal Point for this action.

• Elaborate the zero-draft outline of the National Assessment for ITU’s comment and approval.

• Elaborate the draft questionnaire to be used for the interviews for ITU’s comment and approval.

• Carry out desktop research on the following:

    • National policies, strategies and regulations related to digital accessibility and evaluate their compliance with the EU Acquis Communautaire in the context of the EU accession process;
    • Regional and international obligations in context of the digital accessibility;
    • Status of implementation of the implementation of the ICT accessibility in the country;
    • Identify the key national players including policy makers, DPOs representatives and any other involved party or stakeholder and map them (with their functions and responsibilities).

• Conduct a series of video or phone interviews with the key national stakeholders.

• Carry out the mission to Moldova with the aim of validating the initial results of the assessment and collecting additional information through a series of meetings with key national stakeholders.

• Coordinate with and provide support to the National Focal Point in the organization of the national consultations with the relevant national stakeholders involved in the national assessment:

    • Firstly aiming at the presentation preliminary outcomes of the national assessment;
    • Secondly aiming at the presentation of final version of the national assessment.

• Elaborate the repository of national stakeholders relevant to the digital accessibility.

CONCRETE DELIVERABLES

• National Assessment of Policies and Regulations, with Particular Focus on Digital Accessibility in the Republic of Moldova. 

• Set of PowerPoint slides (ITU template) presenting the final version of the National Assessment.

COMPETENCIES

  • Ability to conduct research and have excellent quantitative skills.
  • Ability to communicate complex concepts orally and have excellent drafting skills in English.
  • Ability to work in a multicultural environment and establish harmonious working relationships with all stakeholders, including senior policymakers, senior civil society leaders and community leaders.

QUALIFICATIONS REQUIRED

Education:

Advanced university degree in computer and information science, electrical engineering, telecommunication, computer science, information technology or relevant field or education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.

 

Experience:

At least ten (10) years of experience in the field of the Special Service Agreement (SSA).

 

Languages:

Knowledge of English at advanced level.

 

REMUNERATION INFORMATION

Daily Fee – USD 340 per working day.
