ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The Digital Networks & Environment Department (DNE) is responsible to assist the Member States, especially the G77 countries, in a wide range of ICT development challenges, as basic connectivity, spectrum management, evolution of current to future broadband networks and technologies, enabling universal and affordable access, and strengthening the security through the cybersecurity support. In addition, the DNE Department provides expertise and needed support for emergency telecommunications and the increasingly important and urgent aspects related to the environment and climate change.

BACKGROUND INFORMATION

As part of the incident response capacity-building initiatives organized by the ITU, the CyberDrill Consultant will play a key role in the organization and the execution of the Global CyberDrill 2026 event ensuring that the technical exercises are well-organized, stakeholder engagement, including partners and relevant international organizations is effective, and ensuring coordination with the ITU Regional Offices. 

TERMS OF REFERENCE

Under the guidance of the ITU Senior Cybersecurity Coordinator, the Consultant will carry out the following activities:

  • Planning and Coordination: The Consultant will support the planning and coordination of the Global CyberDrill, including the development and management of the event agenda, timelines, and workflows. This will involve close coordination with the ITU Regional Offices, the host country, international organizations, partners, and service providers to ensure alignment on objectives, roles, and responsibilities. The Consultant will facilitate regular coordination meetings, monitor progress against agreed milestones, and ensure timely follow-up on actions and tasks to support the effective and smooth delivery of the Global CyberDrill 2026 event.
  • Event Implementation: The Consultant will support the operational delivery of the Global CyberDrill 2026 event, ensuring that technical exercises, panel discussions, and coordination activities are implemented according to the agreed agenda and procedures. This includes providing logistical and coordination support to speakers, panellists, moderators, and participants, as well as assisting with real-time issue resolution to ensure a smooth and effective execution of the event.
  • Document Preparation: The Consultant will prepare and coordinate documentation and content required for the Global CyberDrill, including agendas, scripts, speeches, briefing notes, correspondence, checklists, summaries, and participant guidance materials.
  • Reporting: The Consultant will develop post-event deliverables, including detailed event report and knowledge products such as blog articles or summaries highlighting key discussions, outcomes, and insights. These materials will support internal reporting and stakeholder communication.
  • Lessons Learned and Continuous Improvement: The Consultant will analyse the outcomes of the Global CyberDrill, identify lessons learned, and develop practical recommendations to support continuous improvement of future cyber drill activities. This includes documenting best practices, gaps, and areas for enhancement.

CONCRETE DELIVERABLES

  • Support the onsite execution of the Global CyberDrill 2026 event, including stakeholder engagement, preparation of documentation, post-event content creation, and the production of reports, meeting summaries, and blog content highlighting key outcomes, successes, and lessons learned.
  • Ensure effective coordination and communication among ITU Regional Offices, host countries, partners, and Cyber Range providers to support the successful delivery of the Global CyberDrill.

COMPETENCIES

  • Demonstrated ability to plan, coordinate, and deliver complex cybersecurity events or exercises, including multi-stakeholder and multi-regional engagements.
  • Strong coordination and stakeholder management skills, with the ability to work effectively with governments, international organizations, private sector partners, and technical service providers.
  • Excellent communication and drafting skills, with proven ability to produce high-quality reports, documents, and knowledge products in English.
  • Ability to work independently and as part of a team, maintaining efficient working relationships, while demonstrating sensitivity to ITU's multi-cultural, multi-ethnic environment and respect for diversity.

QUALIFICATIONS REQUIRED

 

Education:

Advanced university degree in international relations, cybersecurity, information security, computer science, public policy, or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.

 

Experience:

At least seven (7) years of experience in leading and coordinating complex cybersecurity events, with demonstrated knowledge of the operational frameworks and guidelines governing the planning and execution of large-scale cybersecurity events or exercises, including at least three (3) at the international level.
Experience working in a multicultural environment and coordinating with diverse stakeholders, including government entities, private sector organizations, and international institutions, to achieve shared objectives.
Solid experience in producing high-quality reports and documentation.
A Doctorate in a related field can be considered as a substitute for three years of working experience.

 

Languages:

Knowledge of English at advanced level. Knowledge of another official language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

USD 280 per working day
