ORGANIZATIONAL UNIT
The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
The Operations and Planning Department (OPD), is responsible for coordinating and planning support for the activities of the Telecommunication Standardization Sector. It does this through managing the Bureau's activities for organization and planning of assemblies and logistical support to meetings. The Department oversees document processing and provides IT services and solutions for electronic working methods and the development of ITU-T databases. The Department also provides administrative and secretarial support for intellectual property matters and manages the technical editing and final production of ITU-T recommendations and publications as well as ISO/IEC common texts. The Department collaborates closely with the Departments of the General Secretariat and the Bureaux which are responsible for providing support services.
BACKGROUND INFORMATION
The purpose of this consultancy is to leverage TSB specialized expertise in developing and implementing the Direct Document Posting solution to other type of documents. This will ensure the project's success by addressing complex challenges, allowing for a focused and dedicated effort towards delivering a robust and efficient product by the set deadline. The consultant will also provide valuable insights and strategies to enhance the overall functionality and performance of MyWorkspace, the centralized platform for ITU-T delegates services.
TERMS OF REFERENCE
Under the guidance of the Head of the IT Applications Development Unit, TSB, the Consultant will:
- Facilitate the transition of legacy ITU-T Web Applications into the centralized ITU-T services platform, MyWorkspace.
- Develop and implement an extension of the new Direct Document Posting solution to encompass additional document submission types, such as liaison statements and other meeting documents.
- Assist in the modernization of the document exchange platform, considering the functionalities offered by current platforms as well as anticipating new and future requirements.
- Enhance the user experience of the MyWorkspace platform by improving the authentication system and customizing services based on user profiles.
- Migrate docx files manipulation functionalities used by various TSB services to a modern, secured and portable solution.
- In close collaboration with TSB IT support unit, conduct thorough testing of all developed solutions to ensure robustness, reliability, and document the solutions implemented for future reference and maintenance.
CONCRETE DELIVERABLES
- Migration of ITU-T Liaison Statements Web apps into the centralized platform MyWorkspace.
- Extension of the Direct Document Posting solution to support ITU-T Liaison Statements submission.
- Integration of NextCloud as a collaborative exchange platform for ITU-T Study Groups.
- Improvement of the MyWorkspace environment tailored to user settings and preferences.
- Migration of the existing MS Word macros functionalities to some Microsoft-certified online add-in.
COMPETENCIES
- Proficiency in ASP.Net and C#.
- Expertise in Web API.
- Strong foundation in front-end technologies including HTML, CSS, Bootstrap/Other UI Component libraries, Angular JS, and TypeScript.
- Competency in using integrated development environments such as Visual Studio.
- Knowledge of OAuth/security systems & practices.
- Ability to work with version control systems, notably GitLab.
QUALIFICATIONS REQUIRED
Education:
University degree in information technology management, computer science or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
Experience:
At least one (1) year of relevant experience in software development and IT applications. An advanced university degree in a related field can be considered as a substitute for one year of working experience.
Experience in system migration projects and modernizing IT platforms. Proven track record in enhancing user experience and implementing authentication systems. Experience with MS SQL Server. Experience with Cloud services, particularly Microsoft Azure.
Languages:
Knowledge of English and French at advanced level.
REMUNERATION INFORMATION
Minimum CHF 5 000 per month, to be defined according to the work experience of the consultant.
