ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide. It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.
BACKGROUND INFORMATION
The aim of this consultancy is to provide support in the Service Support by assisting with purchase requisition tasks and manage the inventory management lifecycle under the direction of the Service Support Manager.
TERMS OF REFERENCE
Under the direction of the Service Support Manager, the Consultant will:
- Initiate and process purchase requisition requests, ensuring adherence to budgetary constraints, ISD procedures, and procurement policies.
- Ensure that all the necessary supporting documents are supplied by requesters and attached to the Shopping Carts before submission to the Procurement Division.
- Collaborate closely with the Procurement Division to monitor purchase requests promptly, ensure that all requisitions adhere to contract terms and agreed delivery schedules, and provide regular progress reports.
- Create and manage inventory records, ensuring accuracy and completeness.
- Execute and maintain inventory control procedures to process good issuances (GIs), track stock levels, ensuring optimal stock levels are maintained based on historical data and forecasted demand, deliveries, and discrepancies.
- Assist in the yearly physical inventory process using SAP ERP and conduct periodic audits of physical inventory to ensure accuracy and integrity of the inventory management system.
- Contribute to process improvement initiatives aimed at enhancing users’ experience and optimizing the efficiency of service support operations.
- Log user queries and technical problems in the Service Desk logging and tracking system.
CONCRETE DELIVERABLES

QUALIFICATIONS REQUIRED
Education:
Completed secondary education, withresulting in a diploma, OR complete equivalent completed technical or commercial studies with, resulting in a diploma in Computer Science, Information Technology, or a related field.
Experience:
At least four (4) years of experience in the field of the Special Service Agreement (SSA). Proven experience in purchase requisition, inventory management, or a similar role.
Languages:
Knowledge of English or French at advanced level. Knowledge of one of the languages of the Union ( Arabic, Chinese, Russian, Spanish) is desirable.
