ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

TERMS OF REFERENCE

Under the regular supervision of the ITU Project Manager and in close collaboration with the ITU Programme Officer of the Americas Region, the consultant will translate the ITU COP Guidelines into a national language.
To this extent, depending on the areas of expertise, the consultant will:
•    Translate the ITU COP Guidelines from Spanish to Quechua. The guidelines for children and for parents/carers/educators.
•    Manage administrative tasks relating to the translation of the ITU COP Guidelines from Spanish to Quechua.
•    Coordinate with the graphic designer to adapt the illustrations from Spanish to Quechua.
•    Deliver the final documents translated from Spanish to Quechua after the technical approval from the National Technical Focal Point of Ecuador who manages Quechua and Spanish languages.
 

CONCRETE DELIVERABLES

Below listed working documents are requested to be delivered in all expert areas:
•    Submission of draft work plan.
•    Deliver the translated documents from Spanish to Quechua.
•    Have regular meetings and communication via email or online meetings to report the progress.
 

COMPETENCIES

Excellent ability to coordinate activities and communicate. Excellent editing skills and ability to produce high quality reports and documentation in Spanish.

QUALIFICATIONS REQUIRED

 

Education: First university degree in translation Quechua - Spanish. An advanced university degree would be an asset.

 

Experience: Between three and five years of experience in the field relevant to the post.

 

Languages: Spanish as a mother language, advanced level in Quechua language.

ADDITIONAL INFORMATION

The increasing digitalization of today's world has heightened the opportunities children and young people have access to online. At the same time, it has created new challenges to children's safety digitally and protecting children online has emerged as a significant challenge to be addressed.
The ITU Child Online Protection (COP) Guidelines outline recommendations for all relevant stakeholders on how to contribute to the development of a safe and empowering online environment for children and young people.
In partnership with the National Cybersecurity Authority of the Kingdom of Saudi Arabia, ITU launched a global child online protection programme, implemented through the three-year project entitled "Creating a Safe and Prosperous Cyberspace for Children".
The project covers the implementation of the 2020 Child Online Protection (COP) Guidelines through digital skills development with all relevant target audiences (workstream 1) and policy support on child online protection (workstream 2).
Activities of the first workstream include the translation and dissemination of COP Guidelines into national languages, the development of online self-paced and face-to-face trainings for children and youth, parents and educators, policymakers, and ICT professionals.
