The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

  • Office of the Deputy to the Director and Field Operations Coordination Department
  • Partnerships for Digital Development Department
  • Digital Networks & Society Department
  • Digital Knowledge Hub Department

The Digital Networks & Society Department is responsible for BDT activities in the areas of spectrum management, network development, cybersecurity and emergency telecommunications. This department is also responsible for supporting ITU Member States in their transition to digital societies by providing tools and guidelines to address environmental challenges (in particular, climate change and e-waste), and for promoting innovation, ICT applications/services, digital inclusion and ecosystems, with the ultimate goal to 'leave no one behind'.


Under the supervision of the Project Coordinator, the expert will: 
•    Contribute to improve the general performance, enhance the user interface with new data visualization of the BBmap web application ( The current web application is based on Angular framework, Angular Material, and Open Layers. The main database, WMS, WMTS and other GIS capabilities is served by GeoServer and PostGIS are hosted by ITU Azure cloud.

The work involves the expansion and performance enhancements and Interface graphical improvements, and also:
•    Use of identity and access management (IAM) to a protected version of the application. 
•    Use Angular components to add new data visualizations.
•    Other tasks related to the BBmaps web application. 


1    Performance increase (e.g., data load speed in the user interface) by minimum 20%.
2    Implementation of the new features.
3    Report on the code developed and System documentation.


Demonstrable server-side experience with Microsoft Azure platform, Linux, to PostgreSQL/PostGIS, GeoServer, and OpenLayers mapping libraries, in addition to Azure DevOps.
Good reporting, communication, and presentation skills.




First university degree in Computer Science or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above. Master’s degree or Doctorate would be an asset.



Between three and five years of progressively responsible experience in mapping telecommunications/ICTs, and five years of experience in GIS and broadband mapping training development. Experience in similar projects will be an advantage. The ITU team uses Azure DevOps as software development platform.



Knowledge of English at advanced level.


Between 230 and 300 USD daily rate, depending on the experience.


The ITU transmission maps is a Network and Infrastructure project from the BDT/FNS Division that is helping to increase the understanding of ICT infrastructure presence around the globe, with focus on researching terrestrial fibre reach at national and international scales. As of September 2022, the database contains information on terrestrial fibre and microwave links to the following extent: 4 million km of fibre and microwave links from more than 600 operators; and it is supporting ITU connectivity projects using broadband mapping as a tool.
Broadband mapping capabilities is an increasingly skill required to allow policymakers, regulators, investor and operators to make the best decision on closing connectivity gap investment.
