ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

The purpose of the consultancy is to support implementation of the regional project ‘Digital government cooperation in the Central Asia and Caucasus countries’. The project focuses on assisting stakeholders of the CIS region (governments and institutions) in building capacity, designing and implementing digital services using the ITU GovStack approach, tools, and resources, and leveraging the expertise and experience of the programme partners.

TERMS OF REFERENCE

Under the guidance of the ITU Regional Office for CIS, the consultant will:

  • Systematize and prepare Kazakhstan's knowledge assets and use cases pertaining to the project activities, for publication on the dedicated regional platform.
  • Contribute to the write-up of webinars’ agenda and participate therein, with a focus on deep-dive discussions of building blocks and analysis of use cases.
  • Liaise with the GovStack global team to explore the development of selected technical specifications and documentation, informed by Kazakhstan’s experience and insights from other beneficiary countries, for potential inclusion in the global GovStack repository.

CONCRETE DELIVERABLES

  • Development of the detailed description of Kazakhstan’s knowledge assets and tools (digital government solutions, normative or organizational prerequisites, technical requirements, etc.)  for publication on the dedicated regional platform (by February 2026).
  • Participation in regional and global events, in the peer-to-peer meetings to share Kazakhstan’s experiences in digital government (during contract period).
  • Preparation of technical specifications and documentation based on Kazakhstan’s solutions, selected by the GovStack global team (by April 2026).

 

COMPETENCIES

  • Proficiency in desktop productivity (Microsoft Excel, Microsoft Word, etc.).
  • Ability to use meeting platforms for communication and collaboration (Zoom, Video Conferencing, etc.).
  • Profciency in presentation softwares (Microsoft PowerPoint, etc.).

 

QUALIFICATIONS REQUIRED

Education:

Advanced university degree in engineering, economics, law, education, management, telecommunications/ICTs or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.

 

Experience:

At least five (5) years of progressively responsible experience in digital government services, including at least two (2) at the international level. Experience in designing and implementing digital government or other sectoral services at national level. Experience in ICT architectural approaches, methods, and frameworks and how those could be implemented at country level. Demonstrated experience with Open-Source Software Development. Extensive experience with applicable standards and how they can be applied for the designated area of work to ensure interoperability and security by design. Comprehensive background and understanding in subjects related to e-governance and enterprise architecture.

 

Languages:

Knowledge of Russian at advanced level and knowledge of English at intermediate level. Knowledge of Kazakh language is desirable.

REMUNERATION INFORMATION

USD 250 per working day.
