ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide. It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.
BACKGROUND INFORMATION
The purpose of consultancy is to support the implementation of the currently agreed-upon HR enhancements and develop the SAP HR curriculum and materials.
TERMS OF REFERENCE
As part of the SAP HCM team and under the guidance of the Head, ERP Division the Consultant will provide technical consulting services for SAP ECC HR/Payroll modules, specifically Organizational Management (OM), Personal administration (PA), Time Management (TM), Payroll (PY) with strong focus on developing and maintaining SAP Fiori applications to enhance user experience and streamline business processes.
The successful candidate will provide the following:
- Developing and maintaining custom programs, reports (ALV, classical), ABAP Queries, and interfaces in SAP HCM.
- Designing and deploying responsive and user-friendly SAP Fiori applications (standard or custom apps).
- Designing and developing enhancements, user exits, BADIs, and BAPIs for SAP HR processes.
- Supporting and troubleshooting issues related to SAP HR technical components including custom infotypes, reports, and time/payroll processing including retro-calculation and posting to accounting.
- Managing data uploads/downloads using LSMW, BDCs, and HR-specific tools.
- Supporting and developing ALE/IDoc interfaces and integration with third-party systems.
- Working with SAP HR functional team to understand requirements and translate them into technical specifications.
- Ensuring quality delivery through unit testing, and documentation.
- Supporting system upgrades, HR support packs, and enhancement packages.
- Creating technical documentation and supporting end-user training where required.
- Assisting in performance optimization of SAP HR programs and processes.
- Ensuring compliance with data security and audit requirements related to employee data.
CONCRETE DELIVERABLES
- Provision of technical user support and maintenance of SAP HR/Payroll modules: OM, PA, TM, PY and Fiori applications.
- Enhancement of SAP HCM by designing & delivering technical solutions using ABAP, Fiori, and other technologies.
- Maintenance and update of documentation (Functional & Technical Specs, test cases, training materials).
- Provision of end-user training and knowledge transfer to relevant stakeholders.
COMPETENCIES
- Comprehensive knowledge of SAP technologies and hands-on skills in HCM business applications like SAP OM, PA, TM, PY and other components such as SAP Gateway, BTP.
- Proficient in SAPUI5, JavaScript, HTML5, and CSS.
- Proficient in oData services, CDS views and SAP backend integration.
- Proficient in ABAP programming.
- Strong problem-solving and communication skills.
QUALIFICATIONS REQUIRED
Education:
Advanced university degree in business administration, computer science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Experience:
At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA), A Doctorate in a related field can be considered as a substitute for two years of working experience.
- Proven hands-on experience in ABAP development, specifically in SAP HR/Payroll modules: OM, PA, TM, PY.
- Strong knowledge of HR-specific logical databases and cluster data handling (e.g., payroll clusters).
- Experience developing and debugging custom reports, ALV reports, ABAP queries and forms (SmartForms, Adobe).
- Experience in User Exits, BADIs, Enhancement Points, and BAPIs in the HR context.
- Proven experience in SAP Fiori app design & development.
- Experience in SAP Authorization concepts.
- Hands-on experience with LSMW, BDC, and other mass data upload/migration tools.
- Experience building and supporting interfaces using IDocs, ALE, RFCs, and file-based integration.
- Strong understanding of Time Management and Payroll schemas from a technical/debugging perspective.
- Good knowledge of Personnel Administration (PA), Organizational Management(OM), and related data structures.
- Experience in SAP authorization concepts, including structural authorizations.
- Experience in applying and/or supporting applications of OSS Notes, HR Support Packs, system upgrades, or data model enhancements.
- Experience in SuccessFactors integration or S/4HANA Readiness.
- Solid experience in documentation and communication skills for creating technical specs and collaborating with functional teams.
- Proven experience with custom infotype development and maintenance.
- Proven experience providing technical support during year-end activities.
- Proven experience monitoring and troubleshooting batch jobs, background processing, and HCM-specific logs.
- Experience in workflows related to HCM processes.
- Experience in new SAP Technologies like S/4HANA, BTP, Integration Suite etc., would be an asset.
Languages:
Knowledge of English at advanced level. Knowledge of one of the languages of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between $230 and $300 per working day to be defined according to the work experience of the consultant.
