ORGANIZATIONAL UNIT

 

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.

 

Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide.  It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.

BACKGROUND INFORMATION

The purpose of this consultancy is to provide support to the Enterprise Resource Planning Division (ERP) within the Information Services Department (ISD) to ensure timely operational and projects delivery.

TERMS OF REFERENCE

As part of the SAP HCM team and under the guidance of the Head, ERP Division, the consultant will provide functional and technical consulting services for the implementation, configuration, and support of SAP ECC HR/Payroll modules, specifically Organizational Management (OM), Personal administration (PA), Time Management (TM), Payroll (PY), Integration of Payroll with Financial Accounting (FI) and Controlling (CO), Integration with the Payment module.
The successful candidate will provide the following:
Functional Support and Issue Resolution
•    Providing first- and second-line support to HR and Payroll teams for SAP HCM/Payroll.
•    Troubleshooting functional issues, identifying root causes, and coordinating with technical team(s) when needed.
•    Monitoring background activities and ensuring smooth execution of HR processes (e.g., payroll runs, time evaluation).
System Configuration and Enhancements
•    Collaborating with HR stakeholders to gather functional requirements and translate them into system changes.
•    Configuring SAP HR/Payroll modules in response to new business requirements.
•    Performing unit testing and supporting User Acceptance Testing (UAT) for any changes or implementation of new functions.
Master Data Management and Quality
•    Supporting HR teams with data creation, mass uploads and data quality validation.
•    Ensuring accurate and consistent employee master data across SAP HR modules.
•    Ensuring organizational structure is properly maintained.
Reporting and Analytics
•    Creating and running SAP standard reports (Ad Hoc Query, SE16, etc.) to support HR and compliance needs.
•    Collaborating with technical team(s) to design and test custom reports and dashboards.
•    Ensuring reports meet internal audit, compliance, and statutory reporting requirements.Documentation and Training
•    Preparing and maintaining documentation: process flows, configuration logs, testing scripts.
•    Providing system-related training to HR users and creating training materials as needed.
•    Documenting end-to-end process scenarios and using cases for enhancements and changes.
Process Improvement and Optimization
•    Participating in continuous improvement initiatives to automate and streamline HR transactions.
•    Staying up to date on SAP HR best practices and ECC roadmap changes (e.g., HCM for S/4HANA).
Compliance and Data Security
•    Ensuring controls are in place for audit readiness (e.g., segregation of activities, access review, data retention).
Stakeholder Collaboration
•    Acting as a liaison between HR business users, IT, and external vendors.
•    Communicating functional impact of changes and coordinating user feedback sessions.
•    Resolving SAP system problems and escalating them to the next level of support if required.

CONCRETE DELIVERABLES

  • Provision of end user support and troubleshoot issues in SAP HR/Payroll (including Fiori apps): OM, PA, TM, Payroll PY, Salary Posting to Accounting (in collaboration with the ERP FICO Business analyst).
  • Design, configuration, unit test, and documentation of various enhancements in SAP HR in OM, PA, TM, PY.
  • Revision and update of user documentation and training materials.
  • Conduct and/or Manage unit, integration, and user acceptance testing.

COMPETENCIES

  • Comprehensive knowledge of SAP technologies and hands-on configuration expertise in SAP OM, PA, TM, PY, integration between the various SAP HR Modules, and integration of PY and FICO.
  • Knowledge of SAP Technologies like S/4HANA, BTP, Integration Suite, SAP Gateway, etc.
  • Project management capabilities following SAP implementation methodologies and best practices.
  • Abilit to design, write and interpret technical and functional specs for ABAP developments.
  • Familiarity with HR authorizations concepts, particularly structural authorizations.
  • Knowledge of ABAP, BADIs, User Exit, LSMW, IDOCS, RFC’s, ABAP Query writing, etc.
  • Integration knowledge with SAP SuccessFactors.
  • Ability to solve technical issues within cross-organizational boundaries.
  • Strong business analysis skills and ability to translate business requirements into technical solutions.
  • Excellent problem-solving and analytical abilities.
  • Strong communication and interpersonal skills.
  • Ability to work effectively in a team environment.

QUALIFICATIONS REQUIRED

 

Education:

Advanced university degree in business administration, computer science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.

 

Experience:

At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA). A Doctorate in a related field can be considered as a substitute for two years of working experience. 

  • Solid experience in SAP HCM/Payroll modules: Organizational Management (OM), Personnel Administration (PA), Time Management (TM), Payroll (PY).
  • Strong experience in functional configuration and customizing HCM processes.
  • Experience with
  •  Schema and PCRs (especially for Payroll and Time Evaluation).
  • Good understanding of ESS/MSS (Employee/Manager Self-Services) in ECC.
  • Experience with SAP HR Authorizations and Roles.
  • Experience with infotypes, actions, and dynamic actions.Experience in integration with Finance (FI) for Payroll posting.
  • Experience in SAP HR Fiori apps.Experience using SAP standard reporting tools: Ad Hoc Query, SE16/SE16N, SQ01/SQ02/SQ03.

 

Languages:

Knowledge of English at advanced level. Knowledge of one of the languages of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.

REMUNERATION INFORMATION

Between $230 and $300 per working day to be defined according to the work experience of the consultant.
