ORGANIZATIONAL UNIT

 

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.

 

Within the General Secretariat, the Information Services Department (IS) is the focal point for the ITU information technology services, managing ERP, CRM, documents, information systems and infrastructure, service-desk, library, archives and information management services, safety and security (both physical and logical), to support staff both at Headquarters and in the Field, as well as delegates attending conferences, meetings and events world-wide.  It also promotes ICT collaboration, partnerships and information-sharing and represents ITU in inter-organization meetings and committees related to information technology and security management.

BACKGROUND INFORMATION

The organization operates a Business Intelligence landscape centered on SAP Business Warehouse (BW) 7.x as the enterprise data warehouse, complemented by Power BI dashboards for visualization. It is planning to migrate to SAP Analytics Cloud (SAC) + Datasphere for planning, reporting, and dashboarding. As the organization transitions toward a modern analytics architecture, potentially leveraging SAC more heavily for Self Service BI and predictive capabilities, expertise is needed to optimize the current BW environment and accelerate SAC adoption.
A Business Intelligence consultant with deep SAP BW and SAC expertise is required to strengthen data modelling, integration, analytics delivery, and governance.
The primary objective is to design, enhance, and operationalize a BI framework that:

  • Modernizes the SAP BW 7.x data warehouse architecture.
  • Implements high quality SAC dashboards, planning models, and analytics.
  • Improves connectivity, data quality, and performance across the BI stack.
  • Enables business users to perform reliable data-driven analysis.
  • Supports ongoing migration from legacy reporting to SAC.

TERMS OF REFERENCE

Under the guidance of the Head of the Enterprise Resources Planning (ERP) Division, and in collaboration with the SAP Basis team, the Data Governance team, business units (HR, Finance, Supply Chain, etc.) and the BW developers, the consultant will carry out the following activities:


SAP BW 7.x Architecture and Optimization:

  • Assess the current SAP BW architecture (InfoProviders, data flows, DTPs, transformations, process chains).
  • Recommend improvements to BW data modelling (ADSOs, InfoCubes, DSOs, CompositeProviders).
  • Optimize ETL processes, process chain scheduling, and run-time performance.
  • Develop or enhance data extraction from SAP ECC/S/4HANA, HR, Finance, or other modules.
  • Improve data governance, documentation, and monitoring within BW.

Data Integration with SAC:

  • Evaluate and set up SAC Live Connections (e.g., BW Live, HANA Live) and/or Import Connections.
  • Ensure secure authentication, transport, and performance alignment between BW and SAC.
  • Assist in configuring semantic layers (BW Queries, InfoProviders) that feed SAC stories and models.

SAC Modelling and Dashboard Development:

  • Build high quality SAC stories, dashboards, and analytic applications using SAC Designer.
  • Develop SAC Planning Models, data actions, allocation steps, and forecasting features where required.
  • Apply SAC best practices for layout, performance, user experience, and mobile readiness.
  • Support conversion of legacy BW BEx reports into SAC stories.

TERMS OF REFERENCE (continuation)

Analytics, KPIs and Advanced Use Cases:

  • Develop KPIs and metrics aligned with business requirements.
  • Enable forecasting, predictive scenarios, or Smart Insights within SAC.
  • Provide guidance on the use of Data Analyzer, Explorer, and self service functionalities.

Knowledge Transfer and Enablement:

  • Deliver training for business users on SAC dashboards, planning, and self service tools.
  • Train internal BI/IT teams on BW modelling best practices and SAC connectivity architecture.
  • Provide documentation for data flows, BW objects, transport steps, and SAC models.

BI Governance and Standards:

  • Define standards for BW query design, naming conventions, and SAC development patterns.
  • Establish data quality checks, data validation routines, and change management processes.
  • Provide recommendations for long term BI platform governance (e.g., SAC content lifecycle, BW transports).

CONCRETE DELIVERABLES

  • Submission of BW 7.x assessment report with architecture review and improvement plan.
  • Delivery of revised BW Data Models and Extract, Transform, and Load (ETL) workflows and documentation.
  • SAC dashboard packages (stories, models, data actions, applications.
  • Connection and Integration of Blueprint (BW ↔ SAC).
  • Compilation of training materials and organization of knowledge transfer sessions.

COMPETENCIES

  • Strong SQL, ABAP based transformations, and data modelling knowledge.
  • Familiarity with SAC Data Actions, allocation steps, predictive features.
  • Ability to translate business needs into analytical solutions.
  • Excellent communication, stakeholder management, and training capability.
  • Knowledge of Microsoft Power BI would be an advantage.

 

QUALIFICATIONS REQUIRED

 

Education:

University degree in information systems, computer science, data analytics, or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the fields above. An advanced degree would be an advantage. 

 

Experience:

At least five (5) years of experience with SAP BW 7.x.

  • Strong experience in BW modelling (InfoProviders, CompositeProviders, ADSOs, DTPs, etc.).
  • Hands on experience with SAC Reporting and SAC Planning.
  • Strong command of BW Query Designer and SAC analytic modelling.
  • Experience setting up Live and Import connections between BW and SAC.
  • Experience extracting from SAP modules (FI/CO, HR, Logistics, etc.).

 

Languages:

Knowledge of English at advanced level. Knowledge of another official language of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage. 

REMUNERATION INFORMATION

Between USD 230 and USD 420 to be defined according to the work experience of the consultant.
