ORGANIZATIONAL UNIT

 

The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:

  • Operations Coordination Department (Office of the Deputy to the Director) (DDR)
  • Projects, Partnerships & Digital Skills Department (PPS) 
  • Digital Networks & Environment Department (DNE) 
  • Digital Knowledge Society Department (DKS)

The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.

BACKGROUND INFORMATION

The International Telecommunication Union (ITU) seeks the expertise of a publications designer to support with the design of two technical recommendations reports, developed under the ITU project on “Creating a Circular Economy for Electronics and Electricals in Thailand and Mongolia” under the circular economy programme of the Telecommunication Development Bureau. The project aims to create sound recommendations for a regulatory framework for the governance of Waste Electrical and Electronic Equipment (WEEE) management under the Extended Producer Responsibility (EPR) principle in Thailand and Mongolia.
Under the guidance of the project manager, the consultant will carry out the activities for the creation of graphical designs and layouts for the two digital publications in English: 
1. Publication on technical recommendations for Thailand to support the eventual implementation of the draft WEEE Act of Thailand. This report will cover aspects related to e-waste regulation, financing of e-waste management and the administrative aspects around implementing EPR, among other aspects. 
2. Publication on technical recommendations for Mongolia including an assessment of the current situation regarding e-waste management in the country. This report will cover regulatory and financial aspects, roles and potential responsibilities among stakeholders, among other aspects.

TERMS OF REFERENCE

Under the guidance of the project manager and in close coordination with the project team, the consultant will:

  • Create visually compelling layouts for digital publications.
  • Ensure brand consistency by applying ITU branding guidelines across all outputs, including typography, colour schemes, and imagery.
  • Work closely with writers, editors, and project managers to translate content and messaging into clear and impactful visual designs.
  • Suggest visual enhancements to improve readability and engagement.
  • Adapt designs based on editorial feedback and revisions.
  • Design visual assets such as custom graphics, charts, infographics, and illustrations to support publication content.
  • Maintain organized archives of design files, templates and assets.
  • Format publications for online platforms (e.g., PDFs, eBooks, interactive PDFs).
  • Optimize designs for accessibility requirements and responsiveness across devices.
  • Compile relevant requirements, instructions and the design files for translators, to facilitate smooth adaption of the two publications into Thai and Mongolian.

CONCRETE DELIVERABLES

  • Finalization and submission of professionally designed recommendations report for Thailand, incorporating visual storytelling, infographics, and brand-aligned layout. The report should be prepared and delivered in interactive PDF format and optimized for web and mobile viewing, with embedded navigation, alt text, and accessibility features.
  • Finalization and submission of professionally designed recommendations report for Mongolia, incorporating visual storytelling, infographics, and brand-aligned layout. The report should be prepared and delivered in interactive PDF format and optimized for web and mobile viewing, with embedded navigation, alt text, and accessibility features.
  • Submission of a well-organized archive containing all editable source files and final outputs for both publications, structured for easy retrieval and future updates.

QUALIFICATIONS REQUIRED

 

Education:

University degree in graphic design, visual communication or a related field OR education in a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.

 

Experience:

At least three (3) years of progressively responsible experience in graphic design and the design of publications. An advanced university degree in a relevant field can be considered as a substitute for two years of working experience.
Experience in creating interactive PDFs, eBooks and web-optimized publications. 
Experience in file management and archiving with accessible design practices.
Experience in the UN system or other international organisations would be an advantage.

 

Languages:

Knowledge of English at advanced level. 

REMUNERATION INFORMATION

USD 250 per working day to be paid in lumpsum upon completion and submission of deliverables.
