ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:
- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)
The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.
BACKGROUND INFORMATION
The purpose of the consultancy is to support implementation of the regional project ‘Digital government cooperation in the Central Asia and Caucasus countries’. The project focuses on assisting stakeholders of the CIS region (governments and institutions) in building capacity, designing and implementing digital services using the ITU GovStack approach, tools, and resources, and leveraging the expertise and experience of the programme partners.
TERMS OF REFERENCE
The consultant will:
- Provide necessary support at country level including administrative assistance and logistical support, particularly with organizing meetings and events
- Liaise with national and regional partners and stakeholders and coordinate their participation in the project.
- Design and develop an online regional platform by contributing to the write-up of technical specifications, platform’s design, content creation and content management.
- Provide expert advice and support to ITU Regional Office for CIS and GovStack global team in identifying high priority use cases, documenting country experiences and developing agendas for technical webinars based on the needs and priorities of the countries.
- Coordinate Kazakhstan participation in activities and events relevant to the project to share it's experience and lessons learned in digitalizing government services.
- Coordinate preparation and publication of Kazakhstan's knowledge assets and tools pertaining to the project activities.
- Support the promotion of the project (media content creation, events’ media coverage).
CONCRETE DELIVERABLES
- Development of technical specifications for the dedicated regional platform with analysis of the goals, tasks, target audience, functions, platform's architecture, etc. (by 1 December 2025).
- Preparation of agendas for thematic webinars with focus on countries needs and priorities, GovStack building blocks (by 31 December 2025).
- Publication of Kazakhstan's knowledge assets and tools pertaining to the project activities on the regional platform (by 1 March 2026).
- Preparation of a paper describing countries' use cases, open-source solutions, ideas and practices, countries' resources and/or specifications (by 1 August 2026).
COMPETENCIES
- Proficient knowledge of Microsoft Office tools (Microsoft Excel, Microsoft Word, etc.).
- Effective communication and collaboration skills (Zoom, Video Conferencing, etc.).
- Website creation and management (HTML, JavaScript, etc.).
- Proficiency in presentation software (Microsoft PowerPoint, etc.).
QUALIFICATIONS REQUIRED
Education:
Advanced university degree in engineering, economics, law, education, management, telecommunications/ICTs or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Experience:
At least five (5) years of progressively responsible experience in digital government services, including at least two (2) at the international level. Experience as technical expert in designing and implementing digital government or other sectoral services at national level. Experience in ICT architectural approaches, methods, and frameworks and how those could be implemented at country level.
Languages:
Knowledge of Russian and English at advanced level. Knowledge of Kazakh language is desirable.
REMUNERATION INFORMATION
USD 3000 per month.
