The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.


Within the Telecommunication Standardization Bureau (TSB), the Telecommunication Standardization Policy Department (TSP) is responsible for the policies guiding ITU-T and the maintenance of its relevant position in the global standardization arena. It oversees the implementation of the WTSA Action Plan, and is responsible for identifying emerging technologies and analysing technology trends in order to advise membership on emerging standardization developments. The Department is also responsible for the bureau's communication, human resources, finance, membership functions, academic initiatives and the ITU Journal, a periodical dedicated to research topics in telecommunication and ICTs.


Under the direct supervision of the ITU Journal and ITU-T Academia Coordinator, the consultant will:
•    Assist in the general organization of the annual ITU Kaleidoscope academic conference, and post-conference activities, including preparation of visuals and all related certifications, Call for Papers (CfP), templates, webpages, online programme, official meetings with Steering and Host Committees, guidelines and reports, agendas, minutes and any other documentation as required, including letters; and support the peer-review process of submitted papers, final selection, and publication.
•    Assist in the activities of the ITU Journal as required, and prepare reports on the ITU Journal’s metrics, including keeping track of the interest in our publications.
•    Regularly populate and update the ITU-T Academia database.
•    Assist in the launch and development of new projects as required.


•    Completion of Kaleidoscope 2023 deliverables mentioned above.
•    Quarterly publication of the ITU Journal’s issues and smooth running of Journal’s webinars, and report on Journal’s metrics.
•    Up-to date ITU-T Academia database.
•    Launch of new projects as planned by the Supervisor.



University degree (or Advanced degree) in telecommunications, science, economics, international relations or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.


At least one year of progressively responsible experience in writing reports, briefs and presentations. Some experience in relation to the strategies of the sector including those for academia and the activities related to research, e.g. ITU Journal and Kaleidoscope, would be an advantage.


Excellent knowledge of English. Knowledge of one of the other five official languages of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage. 


•    Ability to respond to internal and external service needs promptly and proactively, showing tact and good judgement.
•    Ability to handle work quickly and efficiently under time constraints.
•    Ability to resolve issues and maintain good relations with clients from different national, cultural and disciplinary background.
•    Computer literacy and the ability to effectively use standard office software tools (Word, Excel, PowerPoint, Database) as well as a good knowledge of, and skill in using SharePoint, etc.
•    Excellent knowledge of using EDitor’s ASsistant (EDAS) platform and other editorial platforms.
