ORGANIZATIONAL UNIT
The Telecommunication Standardization Bureau (TSB) fulfills the objectives of the Union relating to telecommunication standardization, by providing secretariat support to groups studying technical, operating and tariff questions and facilitating the adoption of Recommendations in these areas with a view to standardizing telecommunications and information technology on a global basis. In order to achieve these objectives, the Telecommunication Standardization Bureau works in accordance with the instructions of the World Telecommunication Standardization Assemblies (WTSA), Telecommunication Standardization Study Groups and the Telecommunication Standardization Advisory Group. TSB, headed by an elected Director, provides the technical, administrative and logistic support for the assemblies and for the meetings of the groups mentioned.
Within the Telecommunication Standardization Bureau (TSB), the Strategic Engagement Department (SED) is responsible with leading the Bureau's community engagement, marketing, and communications efforts, including pioneering “emerging technologies” initiatives like the annual AI for Good Global Summit, and utilizing innovative tactics for membership recruitment and business development to establish ITU-T as an agile, forward-looking, and innovative standardization platform. The Department is also responsible for the Bureau's, academic initiatives and the ITU Journal, a periodical dedicated to research topics in telecommunication and ICT.
BACKGROUND INFORMATION
The AI Developer Consultant will play a key role in supporting the Strategic Engagement Department to enhance the AI Standards Database through the development of an AI LLM Chatbot to assist users in retrieving information about AI related standards and technical reports using natural language query.
TERMS OF REFERENCE
Under the direct supervision of the Programme Coordinator, Strategic Engagement Department, the AI Developer consultant will improve the AI Standards Database with the objective to:
- Create and maintain conversational AI LLM chatbot solutions using natural language processing and machine learning algorithms. Throguh a natural language question from a non-technical user (with no background in databases or programming) this will be converted by an LLM into a query which retrieves the correct information from the AI Standards database.
- Collaborate with cross-functional teams to design and implement chatbot interactions that align with business objectives and user needs.
- Develop and optimize code to enhance chatbot performance, accuracy, and user experience.
- Conduct regular testing and troubleshooting to identify and resolve technical issues or bugs within the chatbot system.
- Research and stay updated on the latest AI technologies and industry trends to drive continuous improvement and innovation in chatbot development.
- Provide technical support and training to internal stakeholders and end-users on chatbot functionality and best practices.
- Develop an online manual to help users for interacting with the AI LLM Chatbot illustrating with examples of conversations and expected results.
- Check the data sources provided by standards development bodies before migration to the AI Standards Database.
CONCRETE DELIVERABLES
- Creation and maintenance t of AI LLM Chatbot for AI Standards Database.
- Submission of AI LLM Chatbot design document.
- Delivery of Online User Manual for LLM Chatbot for AI Standards Database.
- Delivery of a Testing Manual.
COMPETENCIES
- Skills in writing software to extract, transform and load data.
QUALIFICATIONS REQUIRED
Education:
University degree in the field of technical or scientific studies relevant to the Special Service Agreement (SSA) OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree. An advanced degree would be an advantage.
Experience:
At least one (1) year of progressively responsible experience in AI Chatbot development using at least one of the following tools Python and Azure AI.
Previous experience in programming AI Chatbots.
Experience in using WordPress.
Experience in setting up, feeding and querying various data sources such as databases, spreadsheets, XML, JSON, filesystems, REST APIs.
Languages:
Knowledge of English at advanced level. Knowledge of one of the other official languages of the Union (Arabic, Chinese, French, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
CHF 190.- per day (approx. CHF 4 000.- per month)

This Special Service Agreement (SSA) is a local recruitment and is available to individuals residing within Geneva area. The selected candidate may be asked to come to ITU Geneva headquarters for meetings when necessary.
