ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
The Conferences and Publications Department is responsible for ensuring communication between people involved in ITU activities and for the dissemination of ITU products, through its conference services (conference organization and logistics), language services (translation and interpretation in the six official languages, précis-writing, terminology and reference services) and documentation and publications services (text capture and text processing, electronic document management, publication composition, reproduction and distribution of paper and physical electronic products).
ORGANIZATIONAL CONTEXT
Within the Russian Language Section of the Conferences and Publications Department, and under the supervision of the Head of the Section, the incumbent provides high-quality, timely, and cost-effective translation services. Additionally, the incumbent may review the work of other translators.
DUTIES AND RESPONSIBILITIES
- Translates technical, specialized or administrative documents into Russian from English or any other language in which the incumbent has appropriate proficiency.
- Revises texts and contributions, providing input as required.
- Participates, as a translator, in editorial committees during ITU conferences and meetings.
- Contributes to ensuring the consistency of translated documents with established terminology.
- Participates in testing new translation engines by evaluating and providing feedback for projects related to computer-aided translation (CAT) tools, especially regarding to their applicability and limitations; performs post-editing of machine-translated texts.
- Keeps abreast of the latest developments in translation and information technology, leveraging available tools and actively applying them to daily work.
- Performs other related duties as assigned by the Head of the Section.

- Advanced drafting and analytical skills necessary for the translation and revision of difficult, complex or urgent documents.
- Specialized knowledge in fields such as telecommunications, engineering and radiocommunications.
- Proficiency in the use of information technology, and web-based terminology, reference and CAT tools.
QUALIFICATIONS REQUIRED
Education:
Advanced university degree in translation, modern languages, telecommunications or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
Experience:
At least five years of progressively responsible experience in translation, including at least two at the international level.
A Doctorate in a related field can be considered as a substitute for two years of working experience.
Experience of telecommunication conferences and meetings would be an advantage.
Experience in translation and self-revision within United Nations Common System is desirable.
Languages:
Mother tongue Russian, knowledge of English at advanced level and French at intermediate level. Knowledge of a fourth official language of the Union (Arabic, Chinese, Spanish) would be an advantage.
BENEFITS AND ENTITLEMENTS
Salary:
Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
