ORGANIZATIONAL UNIT

 

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union.  The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy.  The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public. 

DUTIES AND RESPONSIBILITIES

 

The Transformation Officer (Process Optimization) is responsible for coordinating and implementing process optimization initiatives across the organization to enhance operational efficiency and facilitate the ITU Transformation Roadmap. This role will collaborate with various teams to streamline processes, integrate best practices, and support a culture of continuous improvement.
As part of our ongoing transformation efforts within ITU, under the supervision of the Chief of the Transformation Team, the duties to be performed are as follows:


1. Process Development & Initiative Coordination:

  •  Coordinate the development and implementation of process optimization strategies to enhance operational workflows.
  •  Support selected initiatives within the transformation roadmap, focusing on financial, technical, operational, and strategic management processes, as well as ITU systems and tools.
  •  Facilitate cross-functional collaboration to ensure successful execution of process improvement initiatives, adhering to timelines and budgets.
  •  Monitor progress, identify inefficiencies, and recommend adjustments to enhance overall operational performance.
  •  Provide information and briefings to key stakeholders to keep them informed of progress and developments.

 

2. Process Analysis & Stakeholder Engagement:

  •  Conduct thorough analyses of existing processes to identify bottlenecks and areas for improvement, leveraging data to inform decision-making.
  •  Engage with relevant stakeholders to gather input and feedback on process changes, ensuring alignment with organizational goals.
  •  Develop training materials and workshops to enhance staff understanding of new processes and best practices, promoting a culture of continuous improvement.
  •  Document processes clearly to ensure consistency and clarity for all team members.

 

3. Performance Monitoring & Continuous Improvement:

  •  Implement a framework for monitoring the effectiveness of process optimization initiatives, tracking progress against predefined Key Performance Indicators (KPIs).
  •  Foster continuous improvement by regularly reviewing and refining processes based on feedback and performance data.
  •  Prepare reports summarizing findings, best practices, and recommendations for process enhancements. 

 

4. Governance & Strategic Support:

  •  Ensure that process optimization initiatives comply with relevant industry standards and organizational policies.
  •  Promote a culture of operational excellence by staying informed of industry trends and best practices in process management.
  •  Identify and assess risks associated with process changes, including potential impacts on service delivery and organizational effectiveness.
  •  Support business development and improve service delivery by liaising between the executive office, strategy department, and relevant business units.

TECHNICAL COMPETENCIES

  • Excellent communication and stakeholder management skills, with the ability to convey complex technical concepts to non-technical audiences.
  • Solid computer skills, including proficiency in Microsoft applications such as Word, Power Point, Excel, Teams, and Visio or other process documentation tools.
  • Knowledge of AI tools/software applications or platforms that utilize artificial intelligence techniques to perform specific tasks or automate processes (e.g. chatbots) is desirable.

QUALIFICATIONS REQUIRED

 

Education:

 

Advanced university degree in Business Administration, Organizational Development, Change Management, or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.  

For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.  

Relevant certifications in process management (e.g., Agile, Lean, Six Sigma) is desirable.

 

Experience:

 

At least five years of progressively responsible experience in change management, organizational transformation, or related areas, including at least two years at the international level.

  • Demonstrated experience in business process optimization in a complex organizational setting is essential.
  • Experience in developing and implementing corporate strategies is desirable.
  • Experience managing cross-functional teams in a complex, matrixed environment is desirable.
  • Experience in designing and delivering training programs focused on lean process management is desirable.

 

Languages:

 

Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).
