ORGANIZATIONAL UNIT
The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
The Conferences and Publications Department is responsible for ensuring communication between people involved in ITU activities and for the dissemination of ITU products, through its conference services (conference organization and logistics), language services (translation and interpretation in the six official languages, précis-writing, terminology and reference services) and documentation and publications services (text capture and text processing, electronic document management, publication composition, reproduction and distribution of paper and physical electronic products).
BACKGROUND INFORMATION
This consultancy seeks to establish a Roster of Web Developer Consultants to support the work of the Multimedia Section.
Within the Conferences and Publications Department of the General Secretariat, the Multimedia Section is a key part of the Publications Production Service. The Multimedia Section produces statutory and non-statutory publication products for distribution to both public and membership audiences via websites, software automation processes and in the form of structured data, where applicable. It is responsible for the development of new publication products and the provision of technical support for the development of automated solutions, including APIs and specific business products critical for the implementation of strategic objectives.
TERMS OF REFERENCE
Under the direction of the Digital and Web Solutions Coordinator, the consultant will:
- Participate in the development, maintenance and update of web applications (frontend and backend) or software applications in support of the team's publishing activities.
- Work closely with the technical team to integrate the latest web/cloud technologies for operation with .Net (component of Windows 4.7 or 4.8), either at the ITU premises or on the Azure Cloud, contributing to the creation of functional prototypes
- Participate in the implementation of automation solutions adapted to the specific needs of digital publications & data, as well as other automatization systems.
- Participate in the elaboration of detailed technical specifications for the development and realization of projects, including analysis and documentation of technical requirements to realize and follow up application development.
- Maintain a regular technology watch on new programming languages, frameworks, development tools, artificial intelligence and best practices in the web domain, and provide concrete technical support to the team to identify effective, innovative solutions adapted to the sector's digital projects.
- Participate in the production of detailed technical documentation, including short videos, to illustrate, explain and support long-term development initiatives.
CONCRETE DELIVERABLES
- Development, maintenance and documentation of frontend and backend modules for web or software applications related to the team's publishing activities.
- Delivery of tested and documented functional prototypes integrating .NET (version 4.7 or 4.8) and/or Azure Cloud technologies.
- Deployment of automation solutions (scripts, workflows, tools) to manage digital publications and data.
- Submissio of detailed, validated technical specification documents for development and monitoring of application projects.
- Delivery of technology watch reports (languages, frameworks, AI, development tools) and concrete technical recommendations, including proposals for adopting or testing innovative solutions.
COMPETENCIES
Good knowledge of:
- Relevant programming languages including JavaScript, C# and frameworks React, React-tables & Bootstrap 5.x.
- Back-end technologies such as Node.js, C#, .NET 4.7/4.8, IIS, Microsoft MVC & WebApi, and T-SQL.
Knowledge of:
- Azure or AWS for cloud applications.
- Research, drafting, and presentation skills.
QUALIFICATIONS REQUIRED
Education:
University degree in Computer Science, Software Engineering, or a related field.
Experience:
At least three (3) years experience in or using:
- Web development with strong skills in HTML, CSS and JavaScript .
- .Net 4.7 and 4.8.
- ASP.NET, MVC & WebAPi packages.
- API development, integration, and testing.
- SQL and the use of databases.
- WordPress for website development.
- JavaScript compiler, Babel.
- Frameworks such as Angular & react, react-table, bootstrap 5.x & Electron.
Languages:
Knowledge of French or English at advanced level. Knowledge of one of the languages of the Union (Arabic, Chinese, Russian, Spanish) would be an advantage.
REMUNERATION INFORMATION
Between CHF 5000 - CHF 7000 per month, to be defined according to the work experience of the consultant.
